Patrick Star is a dim-witted but good-meaning starfish who is the best friend of SpongeBob SquarePants.
Personality
Patrick is very stupid, but somehow he attended community college (The Bully) and got a driver's license. SpongeBob and Patrick often annoy Squidward to no end, but both of the two are blissfully unaware of it.
Pokemon references
Patrick's psychic tendencies could possibly make him a reference to the Pokemon Starmie, which is a water and psychic-type Pokemon based off of a starfish. Patrick's dim-wittedness, psychic powers, and underwater habitat could also be a reference to the water/psychic type Pokemon Slowpoke. In the episodes Rule of Dumb and Patrick Smartpants, Patrick temporarily becomes a king and gains astonishing intelligence, respectively. Both of these are characteristics of the Pokemon Slowking, which evolves from Slowpoke (and is noticeably smarter than Slowpoke). Also, Patrick's personality changes in each episode due to something being put on his head (a crown in Rule of Dumb and brain coral in Patrick Smartpants), possibly a reference to the Pokemon Shellder having to bite a Slowpoke's head to evolve it into Slowking. A Shellder has to detatch from a Slowking's head so the Slowking can turn back into a Slowpoke, which can be portrayed by Patrick replacing the brain coral with his old head.
Also, Patrick is apparently afraid of spiders; In the Pokemon games, the Psychic type is weak to the Bug type, which could be used to describe spiders.

Also, in the episode Night Light, he runs in midair towards the sun, trying to get it for Spongebob.
