Papa Tentacles is Squidward Tentacles father.
It is presumed that he is already dead because Squidward talks about him in past tense. In one episode, SpongeBob tells Mr. Krabs that Squidwards Father never hugged his son. Then Squidward repelied: My father loved me very much. This probably means that the past tense used for Squidward's Father is deceased or Squidward's Father now hates him instead of loving him.
