The Honorable Judge Horace A. Whopper is an obese justice of the peace.
As a presiding judge, he handles multiple cases, but considering the lawsuit he proceeded was a mass food-poisoning from Krabs' "Sponge Patties", it can be guessed that he is of higher rank in the Bikini Bottom judicial circuit.
Characteristics
On first assumption, it is easily recognized that Horace is extremely overweight, as well as exemplifying a bright green color.
He wears a black robe, as standard in any judicial municipality, but also sports a powdered wig baring a strong resemblance to the hairpiece that SpongeBob was wearing in the episode Wigstruck.
